Get passkey login options

Produce WebAuthn authentication options. Include email to scope the challenge to one account, or omit it for usernameless login with discoverable credentials. The challenge is bound to the client via a signed, short-lived cookie that must accompany the subsequent POST /auth/passkey/verify.
